The "Best Practices Broadband Standard" or BPBS is an initiative that's been started by the RFA to develop a new set of standards and principles to be applied to the deployment of next-generation broadband networks.
But rather than attempting to be prescriptive in mandating a top-down approach to rulemaking that will inevitably get caught up in a policy debate, some RFA members will be voluntarily committing themselves to uphold this standard in their own deployments so as to prove that these principles based in the public good can be conducive to establishing sound and sustainable businesses.
While still in development, the first foundational principles include:
Universality - Everyone deserves the same access to the best broadband.
Openness - Multi-service networks can be economically feasible and represent the natural evolution of technology.
Diversity - No one model works for all communities as such all models should be encouraged to work.
Transparency - As much as possible, the public should know where these networks are and the service they deliver.
